देहरादून। मुख्यमंत्री घोषणाओं के क्रियान्वयन की प्रगति की समीक्षा को लेकर सचिवालय में मुख्य सचिव आनंद बर्द्धन की अध्यक्षता में एक उच्चस्तरीय बैठक आयोजित की गई। बैठक में पेयजल, ग्राम्य विकास, स्वास्थ्य, वन, समाज कल्याण एवं खेल विभाग सहित कई विभागों की घोषणाओं की अद्यतन स्थिति की समीक्षा की गई।
मुख्य सचिव ने सभी विभागों को निर्देश दिए कि मुख्यमंत्री घोषणाओं से संबंधित योजनाओं की जानकारी शीघ्र पोर्टल पर अपडेट की जाए। साथ ही, यह जानकारी मुख्यमंत्री घोषणा सेल को भी उपलब्ध कराई जाए। उन्होंने स्पष्ट किया कि घोषणाओं को गंभीरता से लेते हुए संबंधित प्रस्ताव शीघ्र तैयार किए जाएं।
मुख्य सचिव ने कहा कि यदि किसी घोषणा को विलोपित किया जाना आवश्यक हो और विभाग को उसकी आवश्यकता नहीं प्रतीत होती है, तो संबंधित विभाग मुख्यमंत्री घोषणा सेल को उचित मंतव्य सहित प्रस्ताव भेजे। उन्होंने यह भी निर्देश दिए कि किसी भी घोषणा को विलोपित करने से पूर्व संबंधित क्षेत्रीय विधायक से विभागीय स्तर पर चर्चा अवश्य की जाए।
पेयजल से जुड़ी घोषणाओं को विलोपित करने की स्थिति में जल जीवन मिशन के तहत प्रति व्यक्ति 55 लीटर प्रतिदिन (LPCD) जल आपूर्ति की पुष्टि संबंधित मुख्य अभियंता से प्रमाणित कराना अनिवार्य होगा।
मुख्य सचिव ने कहा कि योजनाओं की डीपीआर शीघ्र तैयार कर शासन व घोषणा सेल को भेजी जाए। यदि किसी योजना में बजट की अनुपलब्धता है, तो बड़े प्रोजेक्ट्स को EAP (Externally Aided Projects) के तहत सम्मिलित करने की दिशा में भी कदम उठाए जाएं।
उन्होंने मुख्यमंत्री घोषणा सेल को भी नियमित समीक्षा करते रहने के निर्देश दिए और कहा कि छह माह से अधिक समय से लंबित योजनाओं पर विभागीय सचिवों से निरंतर संपर्क किया जाए। पोर्टल पर जानकारी अपडेट करने के लिए सभी विभागों को लॉगिन आईडी एवं पासवर्ड भी उपलब्ध कराए जाएं।
बैठक में सचिव सचिन कुर्वे, राधिका झा, एपीसीसीएफ कपिल लाल, सचिव आर. राजेश कुमार, डॉ. नीरज खैरवाल और एस.एन. पाण्डेय सहित कई वरिष्ठ अधिकारी उपस्थित रहे।
